PENGUKURAN KINERJA DINAS PEKERJAAN UMUM BINA MARGA DAN PEMATUSAN KOTA SURABAYA DALAM PERSPEKTIF VALUE FOR MONEY

The purpose of this research is to measure, analyze, and to know the performance at Public Works Department of Bina Marga and City water channel of Surabaya as measured from Government Performance Accountability Performance Report (LAKIP) at the year of 2015 and 2016 based on Value For Money perspective The research method using descriptive qualitative, with data source in the form of secondary data and primary data Data collection techniques used interviews and documentation. The results of this research indicates that the Public Works Department of Bina Marga and City water channel of Surabaya in running E-Performance has been effective, causing processing time or time effectiveness, the cost efficrency of the Agency performance is increasing, in terms of economy that refers to the budget (input) with budget realizations Measurement of efficiency can be seen from the amount of output realized to the input. While the measurement of effectiveness can be seen from the output and outcome are considered successful based on the purpose of agencies in implementing programs and activities, using economic measures, efficient and effective. Although performance reports have shown that economic performance, efficiency and effectiveness are as expected, it is necessary to develop relevant performance measurement models, taking into account the relevance of program objectives and activities.
